Reviewer #1: The paper presents the results of a formative evaluation that will benefit other health care and public health professionals who are considering mobile health strategies or other innovative, portable forms of health care. It is an excellent example of data-informed program development and continuous improvement. The paper is well-written and uses sound methods.
