Reviewer #1: To solve the shortcomings of energy consumption in smart grids, the author(s) proposed a two-layer DCA (Distributed Clustering Algorithm) based on the improvement of KMC (K-Means Clustering) and AP (Affinity Propagation). The author(s) then evaluated the applicability of DCA in big data processing of power systems and designed an information economic dispatch strategy suitable for new energy consumption in the power system. Finally, the author(s) established a multi-period information economic dispatch model on the basis of DCA, day-ahead dispatch, and real-time dispatch. Results proved the excellent performance of the proposed DCA and the applicability of the multi-period information economic dispatch model in smart grids.

This is an interesting and practical paper. I think it can be accepted after minor revision.

1.The abstract seems a bit wordy. The author(s) may delete some less important statements.

2.The keyword “big data processing” is wide and extensive. The author(s) can provide the exact big data approach here as a keyword, such as “K-Means Clustering” or “Affinity Propagation” mentioned in the abstract.

3.Not all the symbols in equations have been explained. The author(s) must not separate the equation explanations in two or more paragraphs.

4.Measurement units are missing in Figures 3 (both axes), 5 (the Y-axis), and 6 (the Y-axis).

5.More edge-cutting references should be cited.

6.The author(s) is encouraged to proofread this paper to perfect its language.

Reviewer #2: In this paper, a Distributed Clustering Algorithm (DCA) algorithm and a multi-period information economic dispatch model are introduced to analyze the effectiveness of cluster analysis in power system’s user-side DR under information economy development and explore the information economic dispatch strategy suitable for DR. The research results can provide some data support and a reference for the economic operation of the smart grid systems under the background of big data, and I think this paper can be published after minor revisions.

1: K-Means Clustering (KMC) and Affinity Propagation (AP) algorithms are mentioned in the abstract. Since these algorithms are the main algorithms in this research, they need to be briefly introduced in the introduction section.

2: In the “Algorithm performance and case analyses” section, it is mentioned that “According to indexes such as DB index, classification accuracy, iteration times, and calculation time….”. What is DB index? The meaning of DB should be explained clearly. Please add the related content.

3: English expressions in the figures should be checked and revised to improve readability of the paper. For example, in Figure 4, K should be modified as KMC. There is no need to replace KMC with letters. In addition, “The proposed algorithm” in the figures should be revised as "two-layer DCA" to make the expression clearer.

4: The grammar of this paper needs to be carefully checked and revised. For example, in the results and discussion section, it is mentioned that “In general, the two-layer DCA propose has the best performance.”. The word “propose” should be modified as “proposed”.

5: In the results and discussion section, the results of this study should be compared with those of others, so as to highlight the originality and advantages of the research.

Response: Thanks for commenting. The X-axis in Figure 3 represents the algorithm, and the Y-axis represents the accuracy (characterized in decimal form in the text) and the number of iterations, both have no measurement units. The measurement units have been added to the Y-axes in Figures 5 and 6.

The brief introductions to the K-Means Clustering (KMC) and Affinity Propagation (AP) algorithms have been placed in the “Two-layer DCA” section to elicit the improvements to the traditional algorithm. Because the traditional KMC algorithm and the AP algorithm are not the focuses of this paper, only brief introductions are made with the help of corresponding references.

2: In the “Algorithm performance and case analyses” section, it is mentioned that “According to indexes such as DB index, classification accuracy, iteration times, and calculation time….”. What is DB index? The meaning of DB should be explained clearly. Please add the related content.
