39% of sources have a license that is found & clearly stated. 57% have a license that covers all the data without negotiation. 86% have data that are easily accessible. 36% have no limits on type of reuse. 30% have no limits on who can reuse. Resources that had no findable license were not further evaluated for categories B, D, and E.

The breakdown of evaluated licenses according to their reuse category reveals that 61.8% of resources use non-permissive licenses.
