This misrepresents the work cited

The (2003) vCJD Risk Assessment referred to was carried out by the Department of Health, not HPA. It considered the possibility of transmission via routine re-use of endodontic files and reamers, as well as via accidental abasion of tonsils. It has now been superceded by more recent analysis. Note also that endodontic files and reamers have now been designated as single-use in the UK. See discussion for more details.
