closeCan you please clarify the definition of underutilization- I think I may have misunderstood.

The above part of the article makes it sound like the denominator is the total number of tests that SHOULD have been made if tests were ordered appropriately.
This would imply that test volume would increase roughly ~81% from current levels in order to hit current levels of utilization.
Is this correct?
