Competing Interests

I have read the journal’s policy and the author of this manuscript has the following competing interests: Lawrence O. Gostin is Director of the WHO Collaborating Center on National and Global Health Law. He served on the WHO Review Committee on Amendments to the International Health Regulations in 2023 and 2024. He was a member of the Advisory Board of the Fogarty International Center at the National Institutes of Health until the White House summarily removed him without reason in July 2025. Professor Gostin was part of the legal team defending USAID grantees at the Supreme Court. LOG reports no other conflict of interests.
