Punishment or Retraction?

This retraction seems more like a punishment rather than a peer-review concern.
Although the reviewers may not have proofread the language of this work but I presume that they reviewed the scientific message of this work which focused on the biomechanics of the hand.
The question is that why PLOS ONE did not give the authors this chance to revise the language while the scientific content of the paper is sound?
