There's nothing novel in the idea that the more people that know something the harder it is to keep secret. At some point a measure of plain ole moral ethics has to be applied. Whether thru belief, bias, research, neglect, or governmental action anything viewed from a narrow vantage point can go in the wrong direction. Several examples in the paper are such as well as a more heinous example of Eugenics. Where would that fall in the measurement of Conspiracy?
Perhaps there needs to be some further measurements to determine or assess bias or the potential benefit to a conspirator. Some weight should possibly be given when seemingly isolated noise or dishonesty is identified even though it may not be a preponderance.
