Developmental invasion?

Do you think it is reasonable to assume that photonic sneezing is due to some form of developmental invasion? Could optic nerve connections, because of their importance in the system or high number, invade sensory regions?
There seems to be such trend in development as the size of a brain region grows through evolution: bigger regions develop new connections by developmental invasion. Maybe a similar process happens with connections from the retina... Do you think it could explain (along with higher reactivity) photonic sneezing?
