Is this continual refusal to share data prima facie evidence of problems with the study?

It's hard to understand why the authors of the PACE study would refuse to meet their obligations to open their data for independent review after having agreed to do so. Their unwillingness leaves the unfortunate impression that they have something to hide. Can their refusal to share their data for independent scientific review invalidate their studies in and of itself?
