Circumcision campaign is premature

In Swaziland, the HIV rate among circumcised men is 21.8%, while that among non-circumcised men is 19.5% according to the National Health and Demographic Surveys. Shouldn't that at least be explained before pressing on with mass-circumcision campaigns?
