WHO and IMF do not estimate GHE-S

In 29 country-year observations, the ratio between WHO and IMF estimates is greater than 10 (Table 1).

Table 1 has values for GHE-S, Government Health Expenditure-government (not donors) as Source. Contrary to the implications of this sentence, WHO and IMF do not estimate GHE-S. They estimate GHE-A, Government Health Expenditure-government as Agent, which is GHE-S + health aid received. So GHE-S is computed as GHE-A minus health aid received. This matters because the ratio between what WHO and IMF actually estimate (GHE-A) can be much smaller than the resulting ratios in GHE-S dramatized here.
