Current panel of SNPs

Two further changes were made: positions 8994 and 13928 used in some early work were respectively replaced with their phylogenetic equivalents 1243 and 3970.

The SNPs changed remain in the current panel? Why the SNPs changed (8994 and 13928) are in the current panel and not the new SNPs (1243 and 3970)?
