Links for computers and humans

I think there's enormous potential in semantic markup of papers, but I worry that linking terms to HTML pages doesn't get us much further. Great for humans, not so good for computers. For example, using http://dbpedia.org URIs for institutions would be both humand and computer friendly, would be a step towards integrating this paper with Linked Data (http://www.linkeddata.org).
