Why rely on enforcing behaviour?

I've posted a response to this paper on In short, I think it is lazy to rely on enforcing data submission. Surely it would be ultimately more productive to create a resource that people would be falling over themselves to submit their trees and data too? Figure out what people need (e.g., ways to display trees, compute them more easily, get data checked, get credit for reuse of sequences, etc. and tackle those. The low levels of data submission to places like TreeBASE is surely telling us something about the quality of those resources, as much as about people's attitudes to sharing data.
