not IF but double blind reviewing

I feel that the position of the authors of the original paper is somehow misrepresented here as 'pro-IF'. They clearly state in their penultimate sentence:
"Ultimately the only way to obtain (a largely) unbiased estimate of merit is to have pre-publication assessment, by several independent assessors, of manuscripts devoid of author's names and addresses."
This is a suggestion that would be very easy to implement by journals. What is PloS position on 'double blind' reviewing?
