The evolution of evolvability

The reported facts are straightforward enough but the post hoc rationalisations about "the need for developmental evolution" etc seems like mumbo jumbo. Granted, there are certain requirements which have to be fulfilled to allow evolution to take place, but there is no foresight involved. Evolution is a product of past events and knows nothing of the future.

If mutations never occurred we would still be in the primordial slime. However, if I offered you a mutation in your germ line would you accept or decline?
