What about the quality of reviews

I think it is great that people are looking at ways to speed up the review process are great, but what about the quality of the reviews? My experience is that the review process is almost totally random with acceptance showing little or no correlation with manuscript quality. I have had papers rejected outright on totally ridiculous grounds which I have then sent off to the next journal (without modifying a single word) to then have them accepted without change. Both sets of reviewers can't be right!
